How to Extend Windows Server System Partition

I need some advice to extend system partition on my Server. This morning, I want to install a program on system partition on Server 2003, but finally Windows says that the installation cannot be completed because there is no enough free space on the partition. So I want to look for a way to extend the system partition without touching the original data. Is there any clue?

My hard disk drive was divided into two partitions when installing on my Server 2003, and now the C drive is going to full. So I want to resize the disk partition and reallocate more space to C drive. Do I need to repartition the hard disk? Will I lose the data on C drive after repartitioning? Thanks for any help!

Issue
C drive on my Windows Server 2008 is running out of disk space, so I open the "Disk Management" and select "Shrink Volumes" option to squeeze some free space from E drive. However, the "Extend Volumes" option on C drive is grayed out. How can I add the free space to C drive in this situation?
